It really looks like they are balancing the full sides against each other, especially in their comparisons in Massively.com.
To me it looks like:
Chaos := Dwarves
Orcs := Elves
Dark Elves := Humans
It will be interesting to see how cross-destruction and cross-order groups turn out.
