I was told it is a 5% unbalance lockout. The server is summing the number of accounts choosing each particular side. Once that sum exceeds 5% differential then the exceeding side is locked for further creation until it returns back to 0% difference. So if you cannot make an Asmodian, just give it a little time, maybe check back every 15 min. Once the balance is back to 0% then you will have an opportunity to make Asmodians for awhile until it drops back to the 5% level again.

Okay, I'll go for Lumiel and Asmodian. I'll be on either later tonight, or sometime this weekend. I also read a blurb about how the game is throttling server selection and side selection to help balance things. Here's what Aion's website says ...
