You can do PVE in previous tiers just fine. You'll just have to be careful about the PVP one.

And yes I'm still in T1 too.

By the way I must say I'm pretty pleased with the CE. I wasn't expecting it to be that decent.

Well I just got it as a chicken, people might have seen me running around as a chicken in open world t1 RvR Chaos vs Emp area.
