I can think of two contexts too "tax" in this game, one of which the post is referring to.
1) Depending on who owns what keeps/artifacts, the prices for items change. I am not sure about the details, and where the prices take affect. But this is considered a "tax" and that is what the post refers to. It is sort of like the VP bar in Warhammer for the zone.
2) When a legion owns a keep, they somehow collect "taxes" related to that keep. I think it is on transactions that take place at the vendors in the keep. Again, I do not know the details.

The Tax value affects how much you pay for items purchased from vendors, travel fees, inventory expansion fees, etc. It goes down as your influence ratio goes up, appearing to be -1% per 10% influence. Based on this, both images were taken from the Elyos side.
Price is labeled as "Inflation" if you go to the Abyss section of the aiononline.com server statistics. Some things that I've read indicate that higher is better, but I can't seem to find a clear definition.
